Political Prisoners' Lives Endangered By Neglect

U Ne Win, 60, who is secretary for the National League for Democracy (NLD), suffers from hypertension and heart problems. However he did not receive any proper medical treatment, and has had to rely on medicine provided by his family. As a result of this condition, he cannot be independent. He was arrested on 27th September 2007, and the following day he was sentenced to two years imprisonment with hard labor. He was not given access to a lawyer, or any legal rights. He is currently in Myitkyina prison.

Kyaw
Myo Min, who is in Mawlamyine prison, is suffering from paralysis and cannot walk by himself. He was arrested in 2007, together with his wife, Hnin Pan, and both of them were given 13 years imprisonment. He was severely tortured during his interrogation. He needs urgent medical treatment.

Aung
Thu, Myo Aung Naing, Hla Myo Naung, Thet Zin, Min Ko Naing, Win Maw and Su Su Nwe (F) are suffering from eye problems, heart problems and other serious conditions. They have not received enough medical attention.

Another
crime committed by the authorities is to intentionally give incorrect treatment. For example: Ko Aung Thu, who suffers from a neurological disease and is a member of the 88 Generation Student Group, was taken to a psychiatric hospital, even though he is not suffering from mental illness. When Ko Aung Thu complained, he was taken to a neurological hospital. However, Dr.Myat Htun, deputy-in-charge of the hospital said, "you politicians make us busy and give us trouble but we cannot cure you- if you are not satisfied you can complain to anyone anywhere".

Concerning political prisoners' health, Ko Tate Naing, secretary of AAPP, stated that there are not enough skilled doctors or medicine in the prisons, "Prison authorities do not account for this, and neglect to provide proper medical care. This is a kind of systematic homicide. Even though United Nations Special Rapporteur, Tomas Ojea Quintana, commented that the condition of the political prisoners he saw was reasonable, the reality is very different." added Ko Tate Naing.

Currently there are at least 39 political prisoners needing proper medical treatment in Burma's prisons. See Annex for details.

Health Condition: Min Ko Naing, high-profile pro-democracy activist and ‘88 Generation Student Group leader, has been suffering from an eye infection whilst in detention. Although he has received some treatment in detention, his condition has worsened again, partly due to a fire which broke out at Insein prison on Saturday 3 May in the aftermath of Cyclone Nargis. The cyclone ripped roofing off buildings and flooded prison wards. In addition, a fire which broke out during the storm caused thick smoke to envelope much of the prison. The smoke exacerbated Min Ko Naing’s eye condition.
In mid-June, Min Ko Naing requested emergency medical treatment because his health had deteriorated, but the request was denied. On 25 June the mother of Aunt Mwe Kyaw, another political prisoner, told Democratic Voice of Burma, “His sister told me that Min Ko Naing was suffering from high blood pressure, an eye infection and gout. His family has sent him medicine but his health has not improved yet. His family is very worried about Min Ko Naing’s health.”
Min Ko Naing has been suffering from an eye infection since the end of March 2008 and his requests for a consultation with an eye specialist were initially denied by prison authorities. During the period he was denied treatment his eye condition deteriorated, to the point where he was unable to sleep or eat because of the pain the infection caused. At the end of April he was prescribed eye drops by a specialist, who said that Min Ko Naing’s eyesight has been affected in this way because he has spent many years in damp conditions in prison.

Health Condition: Myo Yan Naung Thein is in urgent need of specialist medical treatment from a neurologist. During detention following his arrest,he was tortured by Special Branch and Swan-Arr-Shin officers. He was severely beaten and suffered head injuries. His nervous system appears to have been damaged, as he has been suffering from paralysis down the left-hand side of his body and is unable to walk properly. On 29 May 2008 his brother Myo Thein reported to the media that Myo Yan Naung Thein’s medical condition is rapidly deteriorating. He has been vomiting daily and cannot sleep. He has required assistance to help him walk to the visiting room to see his family on visiting days.
In May Myo Yan Naung Thein asked the prison authorities to see a neurologist, but was punished for this request by being held for two weeks in solitary confinement in an Ayutheit cell, where prisoners with psychological problems are normally held. He was reportedly given medication for a psychological problem, even though his problem is neurological not psychological. Whilst he was in this cell he had to sit in the wet, as the roof of the building had not yet been properly repaired following the damage caused by Cyclone Nargis.
He made a brief court appearance on 26 June, before being remanded in custody again. As he is unable to walk, he was brought to court on a stretcher.

Health Condition: Su Su Nway suffers from a heart condition, but has not received adequate medical care in prison. On 8 July AAPP learned that Su Su Nway has been transferred to solitary confinement in Insein prison, after asking prison authorities for better medical care. She has also been denied family visits for a month, along with fellow political prisoners Nyan Lin Aung and Zaw Zaw Min.
On 8 July, her sister Daw Htay Htay Kyi told Mizzima, “I couldn’t meet her yesterday. I sent a food parcel to her through prison authorities. They said that prison meetings with family members are banned for violation of prison rules and discipline. Her blood pressure was 160-140 mm hg when I met her last time on June 30. Our family doctor prescribed medicines and we sent them to her through the prison authorities. We do not know whether she’s got it.”
These latest events follow an incident on 27 June when Su Su Nway banged her head against the wall of her cell, slightly injuring herself, after an argument with prison officials.

Health Condition: Dr Than Nyein is in poor health, exacerbated by prolonged imprisonment and torture. He has many health complaints, including gastric ulcers, chronic liver cirrhosis, heart disease, hypertension, renal stones, and diabetes. He has been repeatedly hospitalised during his imprisonment for liver and gall bladder complaints, but in spite of thisprison authorities have denied him the specialist medical treatment he requires.
Dr Than Nyein has repeatedly gone on hunger strike to protest his continued detention, which has contributed to his deteriorating health. In September 2004 Dr. Than Nyein told a family member, "It is inhumane torture to extend the imprisonment with Act 10 (A) [administrative detention law, which allows authorities to detain without charge or trial] to a person whose health condition is deteriorating and who had already served the sentence. I don’t want to be killed by the authorities but by myself. That’s why I have decided to stage a hunger strike even though I am not in good shape." Since then authorities have transferred him between prisons six times.
On 26 February 2005, his wife reported that his health is very poor. It is now feared that he may be suffering from cancer.
In May 2007, his wife reported that he has completed his original 7 years imprisonment in 2004. But Authority has extended 6 times of his detention and he needs to treat operation for his eyes problem.

Health Condition: In December 2007 his family reported to news agency Narinjara that his physical and mental health had been deteriorating since his transfer to Buthidaung prison from Sittwe prison in October. His family also reported that he had been denied medical treatment. His family had been denied the right to visit him, but gathered information from prison staff members and released prisoners.

Health Condition: U Gambira suffers from nervous tension and he is reportedly in poor health. Whilst in detention, he has been tortured and stripped of his monk’s robes.
Many prisoners in Insein prison have been suffering from ill health since Cyclone Nargis struck on 2 and 3 May. A fire broke out during the storm, and thick smoke enveloped the prison. The cyclone also ripped the roof off the food warehouse, and rice stores were soaked. Although the International Committee of the Red Cross (ICRC) replaced the rice as soon as they found out about the situation, prisoners were only fed the new rice on 19, 20, and 21 May. Authorities then fed prisoners mouldy, inedible rice. As a result many prisoners are suffering from diarrhea, dysentery, vomiting, dizziness, skin allergies and typhoid. Prison authorities have not provided adequate medical care for those prisoners affected.
